Facilities Manager

Manage through subordinate supervisors a complex multifaceted maintenance operating program which consists of four or more discrete components, e.g.; roads, trails, utilities, buildings, housing, and auto/heavy equipment maintenance, etc. Ensure that all supervisory and human resources management responsibilities are carried out in accordance with Federal laws and policies including the recruitment, selection, training counseling, and evaluation of permanent, temporary and seasonal employees. Delegate authority to subordinate supervisors and hold them responsible for the performance of their units involved in construction and maintenance operations. Develop or manage a division safety program, including training, mentoring, and program evaluation. Represent the organization or group in meetings and dealings for the purpose of proposing and gaining acceptance of ideas and explaining or coordinating views regarding complex, technical, or specialized subject matter involving construction and maintenance operations. Provide technical and policy advice on maintenance and facilities matters to park management teams, workgroups and partners on projects located in the park. Monitor and recommends changes to procedures, systems and work priorities, and allocation of resources to ensure effective management of facilities and maintenance operations. Ensure all facility management operations and actions, both construction and ongoing maintenance functions, are conducted in accordance with all pertinent OSHA regulations/standards. Interpret Building Codes, Life Safety Codes, Accessibility Standards, and Electrical Codes. Oversee the development of scope, plans, specifications, and estimates for in-house and contracted service calls, work orders, and maintenance projects. Guide staff toward effective facilities management through coordination, oversight, and direction of a wide range of specialists and technicians. Develop annual and long-term work plans for maintenance division utilizing information from a facility maintenance management system such as the Facility Management Software System (FMSS) and park asset management plan. Make or recommend organizational changes that may impact basic structure, operating costs, and workforce organization for the division. Directly or through the use of subordinates, formulate, track, monitor, and execute annual program and project budgets making adjustments where needed. Work as part of an interdisciplinary management team in long-range planning activities such as General Management Plans, Developmental Concept Plans, or their equivalent. Establish and maintain effective and cooperative working relationships with park management and staff, cooperators, other government organizations and local communities. All qualifications must be met by the closing date of this announcement-08/25/2020. Credit will be given for all appropriate qualifying experience. For current Federal employees you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all applicants your resume must state either full-time or part-time with the number of hours worked per week to ensure proper crediting of specialized experience. You must include hours per week worked.
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
1) managing and directing a large, complex, multi-purpose (e.g. water systems, roads, buildings, telecommunications, etc.) facilities program in a park, recreational, or similar setting; 2) developing, managing, and executing short-and long-term financial planning needs for a multi-purpose facilities program; 3) overseeing through direct and indirect supervision the work of employees, contractors, and associated partners to meet facility maintenance needs; and 4) providing technical and administrative oversight (e.g. budget, staffing, planning, compliance, etc.) to subordinate employees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
